He is the leader of the Organization XIII, who lost years ago, but somehow survived, and now has resurrected himself but this time, in our timeline. His plan is to take everything over, starting with Cyber Realm, all the way to... hahaha... everything else that I won't be going to need. WAIT WHERE ARE YOU GOING TO!?
